World Liberty Financial Signs MoU With Pakistan to Boost Cross-Border Digital Payments

Islamabad — Pakistan on Wednesday signed a memorandum of understanding with a U.S.-based firm affiliated with World Liberty Financial to advance innovation in digital payments and cross-border financial transactions, according to a statement issued by the Prime Minister’s Office.

A delegation of World Liberty Financial USA led by Chief Executive Officer Zachary Witkoff called on Prime Minister Muhammad Shehbaz Sharif in Islamabad. The meeting was attended by Deputy Prime Minister Mohammad Ishaq Dar, Chief of Defence Forces and Chief of Army Staff Field Marshal Syed Asim Munir, Finance Minister Muhammad Aurangzeb, Special Assistant to the Prime Minister Syed Tariq Fatemi, and Chairman of the Pakistan Virtual Assets Regulatory Authority Bilal Bin Saqib.

Welcoming the delegation, the prime minister outlined his vision for a “Digital Pakistan,” emphasizing greater connectivity, access, transparency and openness for citizens. He said the rapid growth of digital payments and financial innovation is a key driver of Pakistan’s expanding digital economy and welcomed increasing international interest in the country’s financial technology sector. He noted with satisfaction that Pakistan is becoming an integral part of the global digital finance ecosystem.

Witkoff expressed strong interest in partnering with Pakistan to build a secure and transparent digital payment infrastructure, including innovations in cross-border settlements and foreign exchange processes. He praised Pakistan’s policy framework, saying it positions the country as a leading contender in the global digital finance landscape, and voiced a desire to deepen engagement on next-generation payment technologies.

Following the meeting, Prime Minister Shehbaz Sharif and Field Marshal Asim Munir witnessed the signing of the MoU between the Government of Pakistan and SC Financial Technologies LLC, an affiliated entity of World Liberty Financial. Finance Minister Aurangzeb and Witkoff signed the agreement on behalf of their respective sides.

Officials said the MoU will facilitate structured dialogue and technical cooperation on emerging digital payment architectures for cross-border transactions, marking a significant step toward strengthening Pakistan’s digital financial infrastructure.
