US designates Afghanistan as “state sponsor of wrongful detention” amid Taliban hostage concerns

By The South Asia Times

WASHINGTON - US Secretary of State Marco Rubio announced on Monday that Afghanistan has been officially designated as a “State Sponsor of Wrongful Detention” in response to ongoing reports of unjust detentions by the Taliban government.

In a statement, Rubio condemned the Taliban’s use of “terrorist tactics,” including kidnapping individuals for ransom or to extract political concessions. “These despicable tactics need to end,” he said, highlighting the plight of Americans and other foreign nationals reportedly being held unjustly.

The designation signals heightened concern over the safety of U.S. citizens in Afghanistan. Rubio warned, “It is not safe for Americans to travel to Afghanistan because the Taliban continues to unjustly detain our fellow Americans and other foreign nationals.”

He specifically called for the immediate release of Dennis Coyle, Mahmoud Habibi, and all other Americans currently in Taliban custody. Rubio emphasized that the practice of “hostage diplomacy” must cease permanently.

The move underscores growing tensions between Washington and Kabul following the Taliban’s return to power in 2021. Human rights groups have repeatedly documented cases of arbitrary detention, extortion, and politically motivated imprisonment under the Taliban regime.

US officials said the designation could lead to additional sanctions and diplomatic measures aimed at pressuring the Taliban to comply with international norms regarding detainee treatment.
