BISHKEK, Kyrgyzstan - Pakistan and Kyrgyzstan signed a series of bilateral agreements and memorandums of understanding on Wednesday aimed at expanding cooperation in trade, security, education, health, environment, technology and other sectors.

Pakistan Prime Minister Muhammad Shehbaz Sharif and Kyrgyz President Sadyr Zhaparov witnessed the signing ceremony in Bishkek, where officials from the two countries exchanged the pre-signed documents, according to APP.

The agreements were concluded during Sharif’s three-day visit to Kyrgyzstan to attend a meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO).

The two leaders also signed a joint statement outlining the outcomes of their discussions and the objectives of Sharif’s visit.

Among the agreements was a 2026–2027 Programme of Cooperation between the foreign ministries of Pakistan and Kyrgyzstan, aimed at strengthening institutional coordination between the two countries.

The Institute of Strategic Studies Islamabad and Kyrgyzstan’s National Institute for Strategic Initiatives also signed an MoU to promote cooperation in strategic research.

Pakistan and Kyrgyzstan finalized arrangements concerning transit trade, with the aim of facilitating commercial movement and strengthening bilateral economic ties. The countries also signed an agreement to promote cooperation in science and technology.

A treaty on extradition was signed, while the two governments also formulated a draft agreement on mutual legal assistance in criminal matters.

The interior ministries of the two countries signed an MoU to cooperate against the illicit trafficking of narcotic drugs, psychotropic substances and precursor chemicals.

Cooperation was also expanded into education and healthcare.

Kyrgyzstan’s health ministry and Pakistan’s Medical and Dental Council signed an MoU covering cooperation in medical education, while the education ministries of the two countries signed another agreement to promote educational cooperation.

The Kyrgyz Ministry of Natural Resources, Ecology and Technical Supervision and Pakistan’s Ministry of Climate Change and Environmental Coordination signed an MoU to strengthen collaboration on environmental protection and climate change.

Pakistan’s National Defence University and Kyrgyzstan’s National Institute for Strategic Initiatives also agreed to cooperate on academic research and related activities.

The two countries also moved to deepen cooperation in emerging technologies.

Kyrgyzstan’s National Agency for Virtual Assets and Blockchain Technologies and Pakistan’s Virtual Assets Regulatory Authority signed an MoU covering cooperation in the field of virtual assets.

A separate agreement established a sister-city relationship between Lahore and Osh, aimed at promoting cooperation and exchanges between the two major cities.

In the postal and e-commerce sector, Kyrgyz Post and Pakistan Post signed an agreement for mutually beneficial cooperation.

The Chamber of Commerce and Industry of the Kyrgyz Republic and the Federation of Pakistan Chambers of Commerce and Industry also signed an agreement aimed at strengthening business-to-business links and boosting bilateral trade.

The broad package of agreements reflects efforts by Pakistan and Kyrgyzstan to expand their relationship beyond traditional diplomatic ties and develop closer economic, security, educational, technological and people-to-people cooperation.
