BISP Employees Welfare Association Demands Promotion Policy, Regularization, and New Posts

PESHAWAR - Employees of the Benazir Income Support Programme (BISP) have called for urgent action on key service-related issues, including promotions, regularization, and the creation of new posts.

The demand came during a meeting of the provincial cabinet of the BISP Employees Welfare Association Khyber Pakhtunkhwa, chaired by Jawad Anwar at the BISP Tehsil Office, Peshawar. Senior cabinet members, including Zia-ur-Rehman (Senior Vice President), Inayat-ur-Rehman (General Secretary), and Alqamud Khan (Information Secretary), attended in person, while other members joined virtually via Zoom.

During the session, participants debated the agenda in detail and presented several key demands:

  • Promotion Policy: Granting 100% promotions to Scale-16 employees on the basis of seniority-cum-fitness without requiring a test.

  • Up-gradation of Scale-16: Revising and approving the up-gradation of posts effective from 2016.

  • Regularization of Services: Ensuring all contract employees (CMs) are regularized.

  • Creation of New Posts: Introducing a new post of Lower Division Clerk (LDC) in Scale-11 at the district level for Naib Qasid employees.

  • Unified Cadre: Establishing a uniform promotion system across all cadres.

  • Circular Withdrawal: Cancelling the test proforma circular recently issued by the Head Office.

The meeting also noted that the session held a day earlier at BISP Headquarters in Islamabad was a “positive and encouraging development” for employees nationwide.

The cabinet expressed gratitude to BISP Chairperson Rubina Khalid and the Secretary of BISP for engaging with employee representatives. Members voiced hope that the commitments made by the leadership—alongside the demands raised by Sardar Shiraz, President of the All Pakistan BISP Employees Welfare Association, and Sardar Azmat, President of the Officers Association—would be implemented on a priority basis.
