Pakistan Says UN Security Council Fails to Implement Resolutions on Kashmir, Palestine

By The South Asia Times

NEW YORK -Pakistan has criticized the UN Security Council for its failure to implement resolutions on Kashmir and Palestine, urging the global body to act and resolve these long-standing disputes impartially.

Speaking at a high-level discussion on “UN Charter at 80: Reimagining Conflict Prevention and Resolution,” Pakistan’s Permanent Representative to the UN, Ambassador Asim Iftikhar Ahmad, warned that the Security Council has repeatedly failed to enforce resolutions on Kashmir and Palestine, calling for consistent and impartial application of international law.

Ambassador Ahmad emphasized that the UN Charter’s principles remain relevant, but selective implementation undermines international peace and security.

“Peace cannot be selective, and justice cannot be deferred indefinitely,” he said, stressing the need for the UN to act early and impartially in resolving disputes.

He highlighted that both Jammu and Kashmir and Palestine demonstrate the consequences of failing to implement Security Council resolutions, despite clear legal frameworks for self-determination and peaceful settlement.

The ambassador recalled that the Security Council had provided the necessary framework for Kashmir’s peaceful resolution in the late 1940s and early 1950s, yet the dispute remains unresolved today. Similarly, he noted that Palestinian rights continue to be denied, fueling instability in the region.

Ambassador Ahmad also pointed to recent efforts to strengthen conflict prevention at the UN. He cited Security Council Resolution 2788, adopted by consensus during Pakistan’s presidency in 2025, which emphasizes early mediation, dialogue, and confidence-building measures.

However, he warned that such mechanisms can only succeed if applied consistently to politically sensitive disputes.

“The authority of the Charter rests on its consistent and impartial application — especially in situations where principled multilateral action is most needed,” he said, urging the international community to reimagine conflict prevention by applying the UN Charter faithfully, courageously, and without exception.
