Pakistan says ceasefire with Afghanistan conditional on verifiable action against TTP

Islamabad— Pakistan has welcomed the joint declaration issued in Istanbul following talks with the Afghan Taliban regime but made clear that the continuation of the ceasefire depends entirely on Kabul’s ability to take “clear, verifiable, and effective” action against militant groups operating from Afghan soil, well-placed sources said Friday.

 

According to Pakistan’s interpretation of the Istanbul Joint Statement, the agreement—brokered by Türkiye and Qatar—marks a “welcome development” and offers a pathway to regional stability. However, Islamabad cautioned that the truce is “not open-ended and not unconditional.”

 

Sources said Pakistan’s “single litmus test” for the ceasefire’s continuation is that Afghanistan must prevent the use of its territory for terrorist attacks against Pakistan. Kabul is expected to act decisively against militant factions including the Tehreek-e-Taliban Pakistan (TTP), referred to by Islamabad as “Fitna al Khwarij”, and the Balochistan Liberation Army (BLA), also known as “Fitna al Hindustan.”

 

Pakistan expects credible evidence of these actions — including the dismantling of militant hideouts, disruption of logistical networks, arrests or prosecutions of militant leaders, and transparent reporting through the monitoring and verification mechanism agreed under Turkish and Qatari mediation.

 

Islamabad has also warned that if militants continue to launch attacks from Afghan territory or if Kabul fails to provide verifiable proof of compliance, Pakistan will deem the ceasefire violated and reserves the right to take “all necessary measures to safeguard its sovereignty and citizens.”

 

Officials described the new phase as one entered “in good faith, but with realism,” citing past patterns of cross-border violence. Pakistan reiterated that while it remains committed to peace and stability, the protection of its territorial integrity is non-negotiable.
